Cssremix.com - mostly a gallery of CSS web pages. It's great for ideas though. I'm looking to build a page like this in the near future.
Cssbloom.com - pretty much the same thing as cssremix.com.
All pages are in English. I hope this helps.

Also a couple of firefox plugins might help you sort out some tricks/skills coding on peoples pages.
1. Firebug

Both of these allow you to some pretty neat stuff at looking at code, checking out elements and coding styles, etc.
