Quebec has more french-speaking people, and I work in downtown Ottawa, Ontario (which is right beside Quebec) so that's where all the government jobs are. Most people in higher positions have to be bilingual. Quebec has the highest population of French-speaking people, but there are some in other provinces too. Just not as many.
