Hi there. One of my favorite web designers is the talented Veerle Pieters and if you go to her website it's pretty easy to see why.
She's got a fantastic layout with web design related articles, and she puts up good design tutorials and resources (for standards-compliant design). Last but not least, she shares desktop wallpaper of her beautiful original illustrations.

Mark Boulton is well-known typography designer whose recent Five Simple Steps series of posts at his design journal at markboulton.co.uk has won the trust, hearts and minds of many web designers. He has worked for clients such as T-Mobile, British Airways, Toyota, and BBC, and has recently started his web design studio-Mark Boulton Design Ltd.

I would name Jeff Croft and Khoi Vinh to begin with. Jeff used to work as a senior web designer at The World Company. Recently he has received a position at Blue Flavor. Khoi Vinh is a design director at The New York Times. They both work in graphics and interactive design and both have interesting and useful blogs: www2.jeffcroft.com and www.substraction.com where they post pretty regularly.
