Actually I made a similar mistake myself the other day - I spelt Italians (as in plural of Italian) with an apostrophe. Oh the shame, again.

Out of context it could be "Dog is available for re-homing." Of course that's no excuse; it's clear they mean multiple dogs.

Yes, there was definitely more than one poor dog! The photo's blurred because I drove past it so often and it annoyed me every time, that I just had to take a snap - not easy when driving (or advisable).
